What is the diagnostic state graph?

A failure upstream limits what can be concluded downstream. If DNS fails, there is no rendered content to evaluate. If an alternate canonical is selected, the inspected URL need not appear as a separate indexed representation. If a page is indexed but absent for a query, indexing is no longer the complete diagnosis.
When is no action the correct action?
No repair is required merely because a non-canonical duplicate, intentional redirect, removed URL or blocked utility page is not indexed. Compare the state with the URL’s intended lifecycle. The goal is not 100% index coverage; it is correct indexing of eligible canonical pages.
